SBEM and the BRUKL report: what a new commercial building project needs

See how non-domestic energy modelling supports building-regulations decisions without confusing it with an EPC.

THE GUIDE05 SECTIONS

Begin with the compliance question

A new shop, office, warehouse or other non-domestic building needs an energy-performance calculation under the building-regulations route that applies to the project. In England, the approved National Calculation Methodology for non-domestic buildings may be implemented through SBEM, the Simplified Building Energy Model, or an approved dynamic simulation model. The government notice of approved methodologies identifies those options. “SBEM” is often used as shorthand in project conversations, but the agreed modelling method, applicable regulatory version and required outputs should be confirmed for the actual building.

What does a BRUKL report do?

A BRUKL output is the compliance report associated with the non-domestic energy model. It compares the proposed building with the relevant target calculations and records modelled fabric and building-services inputs. It is useful evidence for the design team and building control, not a guarantee that a completed building will perform exactly like the model in use. If a design fails a target, the response may involve examining the building fabric, glazing, lighting, heating, cooling, ventilation, controls or other design choices. The modeller can explain the effect of options, but the design team must decide what is practical and buildable.

Why timing matters more than a last-minute report

Commission modelling while the layout and services can still change. A model produced after procurement may simply reveal a problem that is expensive to correct. At design stage, agree the building's use, geometry, zoning and proposed specifications. At completion, record what was actually installed and identify changes from the design. Building-control requirements and the applicable edition of Approved Document L depend on project circumstances and transitional arrangements. The Approved Document L collection contains the current and earlier guidance; ask the design team and building-control body which route governs your project.

A BRUKL report is not a commercial EPC

The compliance report is not itself the Energy Performance Certificate that may be needed when a completed non-domestic building is constructed, sold or let. The two outputs may draw on related building information, but they have different purposes and handover requirements. Confirm whether the project needs design-stage calculations, as-built calculations, an EPC or all three. For the information to gather at each stage, use our design and as-built SBEM checklist. For a sale or letting of an existing building, the service directory shows the separate EPC route.

Scope the instruction before asking for a fee

Send plans, the project location, current design stage, intended use, fabric and services strategy, and any correspondence that identifies the building-regulations route. Our SBEM calculations service starts with a bespoke discussion because a simple building and a mixed-use development do not require the same modelling effort. A useful quote should name the outputs and the information or decisions needed from the project team.
