Display Energy Certificates: which public buildings need one and when to renew
A decision guide for public-sector facilities teams managing DEC displays, energy data and advisory reports.
A DEC measures operation, not just design
A Display Energy Certificate shows the operational energy performance of a public building using actual energy-consumption data. That is different from an Energy Performance Certificate, which models a building's energy performance for construction, sale or letting. The DEC includes an A-to-G rating and is accompanied by an advisory report on possible improvements. The official DEC guidance explains the distinction.
Test whether the duty applies
In England and Wales, a DEC and advisory report are required where a building is wholly or partly occupied by a public authority, has a total useful floor area over 250 square metres and is frequently visited by the public. Schools, council facilities, health buildings and other public premises should be assessed against those tests, rather than by building name alone. A private organisation can obtain a DEC voluntarily, but is not under the same display duty merely because visitors enter its premises. A public authority must display the current DEC where the public can see it. The government DEC checker summarises the thresholds.
Renewal depends on useful floor area
For a qualifying building over 1,000 square metres, the DEC lasts 12 months and the advisory report lasts seven years. For a qualifying building over 250 and up to 1,000 square metres, both last 10 years. Record the floor-area basis, certificate date and advisory-report date separately so annual renewal is not confused with the longer report cycle. Before commissioning another assessment, search the official certificate register for an existing DEC.
Gather the right energy evidence
The assessor will need building details, useful floor area and energy-consumption records for the relevant period. Bring together electricity, gas and other fuel data, information about shared meters, occupied areas and changes in use. Missing or inconsistent readings should be flagged early rather than estimated without discussion. Our Display Energy Certificate service uses a bespoke quote so the building and available records can be discussed. For a property being sold or let, compare the separate routes in the service directory.
