About Electrical Certificate

They are Periodic Inspection Certificates for an Electrical Installation. In other words, an electrical certificate is a report containing detailed technical data, information, and conditions about the electrical wiring in your property.
Moreover, it makes recommendations for improvements to electrical works.

It should be carried out only by an accredited, competent persons, such as a registered electrician. They will check the condition of the electrics against the UK standard for the safety of electrical installations, BS 7671 – Requirements for Electrical Installations (IEE Wiring Regulations).
Whether it’s for a house, flat, office or factory, the main purpose of an electrical certificate is to deliver a proof that the electrical installation is 100% safe.

Health and Safety is taken very seriously. Under the terms of The Landlord and Tenant Act 1985 landlords, or agents acting on their behalf, are responsible for tenants’ electrical safety. This means carrying out an EICR every five years, or at each change of occupancy, whichever is sooner. 
Therefore you’ll be asked for an electrical certificate if you want to sell or rent your property. Actually, most letting agencies will refuse to let a property without one. Suppose you’re buying a property. Is not it a normal practice to have an electrical test and inspection carried out? You need to make sure the building you’re spending your money on is electrically safe!
